A proposal to sell a Council owned property in Willowie Crescent Capalaba to an adjoining landowner (Item 15.1) and 4 closed session items are included in the agenda for Redland City Council’s general meeting on Wednesday.

Councillors will also discuss car parking in the Cleveland CBD and a possible new road access to the Kinross area.

At the last general meeting Mayor Karen Williams stated that she saw Cr Julie Talty’s hand raised to propose a motion for item 19.5 regarding environmental corridors.

The video recording of this Council meeting shows that Cr Talty’s hand never left the table.

Will this apparently untruthful statement by Mayor Karen Williams be explained at the general meeting on Wednesday?

At both State and Federal levels of government misleading the parliament is considered to be a serious offence.

This episode occurs at the beginning of item 19.5 and can be viewed on the council’s video recording at time 1:51:00.

Closed session items for discussion on Wednesday

The four items to be discussed confidentially are:

  • 19.1 Redland Investment Corporation 2019-2020 YTD March Financial Report
  • 19.2 Sutgold V Redland City Council (Planning and Environment Court Appeal 3829/2019)
  • 19.3 Acquire land for Recreation and Open Space (park) purposes
  • 19.4 Renewal of leases – Capalaba and Cleveland

Proposed changes to car parking in Cleveland CBD

Cr Peter Mitchell is proposing a trial of shorter time limits for some car parks in the Cleveland CBD. He intends to propose

  1. To initiate a trial of short term parking at strategic locations on Middle and Bloomfield Streets in Cleveland CBD, by changing a selected amount of car parks from 3 hour to 1 hour or 30 minute time limits.
  2. That the Cleveland parking trial will be for a minimum of six months.
  3. That Council officers will monitor the value of shorter timed car parking spaces in the CBD, and engage with businesses to determine the effectiveness of such car spaces.

Additional road access to Kinross area

Cr Rowanne McKenzie has given notice that she will be proposing the following motion:

“That Council resolves that a report be prepared and tabled at a General Meeting of Council within 3 months outlining the history and future options for an additional road exit to what is currently provided in the Kinross Road Structure Plan for traffic seeking to exit north.”

14 Willowie Crescent, Capalaba

A proposal to sell a 481m2 block of land at 14 Willowie Crescent Capalaba to the owner of an adjoining block (12 Willowie Crescent) is item 15.1 of the meeting agenda.

The officers’ report recommends this course of action but does not appear to have fully considered the environmental consequences of Council relinquishing ownership of this land.

In 2018 a proposal was submitted to Council for 1 into 3 subdivision of the 1,381 m2 property at 12 Willowie Crescent. The image below from page 8 of the developer’s planning report showed koala habitat mapped by Redland City Council on parts of both 14 and 12 Willowie Crescent.

While the 2018 subdivision application was cancelled, it seems reasonable to presume that if Council were to sell 14 Willowie Crescent to the owner of 12 Willowie Crescent, this might facilitate another subdivision application which would result in loss of koala habitat.

The Council meeting is scheduled to commence at 9:30 am on Wednesday 22 July.

Due to COVID-19 public health requirements the Council is not currently allowing members of the public to view proceedings at Council meetings.

Unlike other south east Queensland councils, Redland City council is not live streaming its meetings on the internet.
