Redland City Council seeks community feedback on growth scenarios for Old Cleveland Road to Jones Road in Capalaba

Redland City Council is asking the community for feedback about two “growth scenarios” for part of Capalaba between Old Cleveland Road and Jones Road which will inform the process of preparing a Local Area Plan.

Two scenarios for managing this Local Area Plan (LAP) study area have been drafted, which could lead to medium density residential development with the possibility of some apartment towers up to 30 metres high.

Scenario 1 Medium Change includes some additional medium density residential development, 16,500m2 of mixed use activity in the northern part of the precinct and 27,000m2 gross floor area of mixed use development in the southern part.

Medium change is one of the growth scenarios

Scenario 2 High Change would see the northern section used for new medium density residential instead of mixed use while there would be 108,000m2 gross floor area of mixed use in the southern part.

High change is one of the growth scenarios

Traffic constraints

Proposals for increasing the level of activity in this area will have traffic implications for every Redlands resident who commutes along Finucane Road and Old Cleveland Road which are already congested at peak times.

Reports obtained by the Council from PSA Consulting find that “the existing road network is currently at or approaching capacity and this issue is only expected to increase in future years as background traffic growth continues”.

PSA says: Network-wide upgrades or travel demand management measures will be required to support not only the development of the LAP, but also background traffic growth. These network upgrades should be considered in collaboration with TMR to ensure that future planning is aligned.

Bunnings development plans

Bunnings’ plans for development in Capalaba on land near the intersection of Old Cleveland Road and Old Cleveland Road East (with access via Brewer Street) were quashed by a Planning and Environment Court decision more than twenty years ago.

Bunnings has retained its interest in the properties and in April 2024 submitted application RAL2024/0025 for reconfiguration of lots which could facilitate development of “built form with a gross floor area between 20,000m2 and 25,000m2”.

As part of its reconfiguration application, Bunnings is proposing connection of Brewer Street (off Old Cleveland Road East) and Anderson Street (off Old Cleveland Road leading to the Golden Circle Factory Outlet). This is not supported by the Council and its traffic consultants PSA who say that such a linkage would allow “rat running”.

  1. Jones Rd project, this to seems to be a ridiculous idea, as the roads are extremely congested in the Redlands and your proposing to put housing in that will bring a huge amount of people & traffic to this already congested part of Redlands.
You need to be building major developments in our road networks across all of Redlands, I can not imagine how you keep building houses in this area and yet simply aren’t providing the road infrastructure that is required for the huge population growth in our area.
Please start taking a sensible approach and look after our community.

  2. Scenario #2 would be an exciting development for Redlands. Lot’s of jobs for young people and would mgive the entry to Redlands a much needed face lift. Start asap.
