Major amendments to Redland City Plan – public consultation

Redland City Council is consulting about various proposed major amendments to the Redland City Plan which determines what can be built where.

The Council is also consulting about proposed changes to two other documents:

  • The Local Government Infrastructure Plan (LGIP); and
  • The Netserve Plan which guides Council’s delivery and operation of water and wastewater services

The consultation period is four weeks commencing on 2 March 2026 and concluding at 11:59pm on 29 March 2026.

The proposed City Plan amendments were discussed by Redland City Council at its meeting on 15 October 2025 as item 15.2.

At this meeting the officers proposed that three packages of proposed amendments to the City Plan:

  • 02/20 – Major Amendment – General.
  • 03/23 – Major Amendment – Secondary Dwellings.
  • 05/23 – Major Amendment – Dual Occupancies in the Low Density Residential Zone.

which had finally been given approval for consultation by the State Government should be repacked into two packages:

  • 02/25 – Major Amendment – Residential; and
  • 03/25 – Major Amendment – Non-residential.

Heinemann Road

The final resolution of Council followed the officers recommendation except that Councillors voted to not proceed with two zoning changes. One of these zoning changes related to Council’s land at 277-293 Heinemann Road, Mount Cotton. Progressing this amendment would have ensured that the southern portion of the property which was purchased with Environment Levy funds would be rezoned appropriately from Rural to Conservation. This matter is more fully explained in: Heinemann Road – Part 4 Zoning games.
