The next general meeting of Redland City Council will be held on Wednesday 18 February commencing at 9:30am. There’s a variety of items on the agenda and we’ve previewed some of them below. Most of the meeting, except for confidential items, will be live streamed on YouTube.
Rates due by Tuesday 17th February
Redland City Council has published a reminder that the current rate notice is due for payment by Tuesday 17 February 2026.
Redland City Council input to review of Shaping SEQ
Deputy Premier Jarrod Bleijie has contacted Redland City Council seeking preliminary input regarding the State Government’s intention to do a quickie review of the South East Queensland Regional Plan (Shaping SEQ 2023) focusing on development opportunities and ignoring issues such as infrastructure, safety and resilience to hazards, and environment and heritage.
Council officers have prepared a detailed report (item 15.2) recommending a full-scope review of ShapingSEQ 2023, to ensure the pursuit of housing delivery and economic growth considers other State interests that are valued by and important to the Redlands Coast community.
Redland City Council motions for the ALGA Conference

An officers’ report includes two proposed motions for Council to propose at the Australian Local Government Association Conference in June:
- Motion 1 – Supporting modern, safe and equitable cemetery and funeral practices
- Motion 2 – Funding support for local government Environment Protection and Biodiversity Conservation [EPBC] Obligations.
The proposed Motion 2 reflects confused understanding about the Council’s Heinemann Road debacle, and includes this erroneous statement “For local government projects, mid-application species listing changes need transitional provisions to prevent suddenly changing regulatory requirements, which can otherwise impose unbudgeted offset liabilities and delays…”.
In fact, once an EPBC application has actually been submitted it is assessed on the basis of species listings in force when the application is submitted. In the case of Heinemann Road, the koala’s listing was changed from Vulnerable to Endangered (by then Federal Environment Minister Sussan Ley) on 12 February 2022. Redland City Council made its EPBC referral nine months later on 29 November 2022. This is explained in: Redlands Sports and Recreation Precinct Part 3 – Koalas.
Weinam Creek
Councillors will be asked to approve that Council’s wholly owned property company (Redland Investment Corporation) transfers certain land to the State Government so that it can construct a multi-storey parking facility.
The officers’ report for item 15.2 includes a timeline for the Weinam Creek Priority Development Area (PDA) which shows how little has been accomplished over the past 12 years. Unfortunately, the officers’ report does not provide any information about how much money has been spent on activities relating to this PDA – by the Council, or by its wholly owned property company the Redland Investment Corporation.
Petitions to Redland City Council
Four petitions will be presented at this meeting:
- A paper petition with 687 signatures asks Council to amend its Animal Management Laws to to allow miniature goats as pets on large residential properties from 1000m2 per pair. The petition was initiated by Patricia Zakrzewski and will be presented by Cr Shane Rendalls.
- An online petition with 165 signatures asks that Council immediately cease issuing parking infringement notices at the Redland Bay Marina parking precinct until the proposed Multi-Level Car Park is constructed and overflow parking issues are resolved for SMBI residents. This petition was initiated by Les Barkla and will be presented by Cr Shane Rendalls.
- An online petition asks that Council establish a dog park in Byng Road, Birkdale. This petition was initiated by Alana Murphy and signed by 33 people. It will be presented by Cr Paul Bishop.
- A paper petition asks Council to Introduce EFTPOS Payment Options for Printing and Photocopy Stations at Council Libraries. The petition, initiated by Callen Sorensen-Karklis, has 27 signatures, and will be presented by Cr Lance Hewlett.
The miniature goat petition will be referred to the CEO for consideration and preparation of a report back to a subsequent Council meeting. The other three petitions will be classified as operational and referred to the CEO for consideration.
Confidential items
Three agenda items are listed for confidential discussion:
- 19.1 Redland Investment Corporation Governance Review and Director Appointment
- 19.2 Redlands Coast Eco Precinct – Project Briefs [the proposed RSPCA Wildlife Hospital next to Indigiscapes].
- 19.3 Options and Costings for the Delivery of Public Amenities on Russell Island
Victoria Point Library
At the Council’s meeting in January, officers proposed a way forward for the Victoria Point Library after the current lease expires on 31 March 2026. We wrote about the possible costs to ratepayers in: Victoria Point Library.

When is the second half of the Wellington st road duplication due to start ?
The lack of Storm water drainage causing damage to housing in Pitt & Salisbury st due to water not permitted to flow from road drainage to the bay at low tide.
This is now a most urgent health hazard as the channels are blocked ( No Maintenance for 12 years ).
No drainage available below 1.8mt of low tide caused by no clearing of stormwater channels enabling free flow of water to stop sediment damming channels.
This one issue is costing rate payers massive costs related to Health issues, Property repairs & Insurance costs.
