Cleveland-Redland Bay Road project referred to Federal Government

A further stage of the Cleveland Redland Bay Road (CRBR) project has been referred to the Federal Government to consider if its environmental assessment should be controlled under Federal Environmental laws.

The proposed Queensland Government road works would duplicate the 1.4 kilometre section of Cleveland-Redland Bay Road between Anita Street and Giles Road and will include intersections with Double Jump Road, Boundary Street and Gordon Road.

The Project Area referred for Federal Government consideration is approximately 8.19 hectares of which 75% is already disturbed including the current Cleveland-Redland Bay Road, managed road reserve, and public utilities.

Significant impacts on two endangered fauna species (Koalas and Greater Gliders) could result from the CRBR project’s removal of 1.19 hectares of core / critical habitat according to documents submitted by Aurecon on behalf of the Queensland Department of Transport and Main Roads.

The Queensland Government is requesting that this project not be declared a controlled action under Federal environment laws i.e. the Environment Protection and Biodiversity Conservation Act (EPBC Act). No offsets are being offered for the loss of Koala and Greater Glider habitat.

The project referral includes the following reasoning as to why this project should not be a controlled action under the EPBC Act:

  • The Project involves maximising the potential of existing transport corridor infrastructure and utilising already disturbed/fragmented land through upgrading an existing major road largely within the existing CRBR State-controlled road. The Project area incorporates the maximum disturbance footprint for the Project, including noise barriers, fauna exclusion and boundary fencing and construction facilities and consists of Project design (permanent impact for the Project) and construction footprint (temporary impact during construction only).
  • The Project is predominantly located within a modified urban environment, dominated by the existing road corridor, and adjacent residential and industrial land uses. The Project has been designed to firstly avoid impacts to flora and fauna species and their habitat.
  • Where avoidance is not possible, the design and construction footprint has been minimised to the greatest extent possible at this stage of the Project. The widening has been designed as close to the existing alignment as possible to minimise impact on the adjoining environment and ecological values.
  • The Project will install directional fauna exclusion fencing within the Project area where not currently existing (where required) to reduce potential vehicle strike and disruption to dispersal and foraging behaviours and to increase road safety.
  • A range of management and mitigation measures, both general and MNES specific, are proposed to avoid and reduce the potential ecological impacts of the Project (refer in Att 1 – Matters of National Environmental Significance report, Section 7, pp. 59-67).
  • Therefore, in consideration of the quality and location of the identified habitat, the co-location of the proposed works with existing infrastructure, the extent and location of clearing and the committed mitigation measures (including measures that will be required through State management documents), it is considered that the Project is not a controlled action.

Have your say about the Cleveland-Redland Bay Road project

Public Comment is invited on Referral of The Cleveland Redland Bay Road (Anita Street to Giles Road) Duplication Project EPBC Number 2026/10466.

Project referral documents can be accessed via the Federal Government’s EPBC Act Public Portal

Comments can be made via the EPBC website until 10 April 2026.

Comments could be made about whether or not the project should be a controlled action under the EPBC Act, and if it were to be a controlled action, how it should be assessed by the Federal Government.
