The City Plan is Council’s blueprint for the future development of the city: impacting on lifestyle, urban development, supply of developable land, employment, population growth and much more.

Making a Draft City Plan 2015 submission
Please take a few minutes to make one or more submissions to Council regarding their Draft City Plan 2015.
You can copy or follow the below Community group submissions as the base for your own submission/s. Ways on how to send to Council are included.
Community Alliance for Responsible Planning (CARP) submission
Dear Sir
I write to lodge my objection to the Draft Redland City Plan 2015. The facts and circumstances supporting my objection are: (1) the Redlands Land Supply Review 2014 (Urbis) shows there is adequate land already zoned to accommodate projected population growth to 2041; (2) the Redlands 2030 Community Plan seeks to determine the limits of population growth; and (3) the State Government has confirmed that Councils may revise dwelling targets (reduce levels of population growth) should they wish to do so.
I STRONGLY OBJECT TO:
- Rezoning and sale of Council-owned parks, bushland & open space throughout the Redlands which will reduce our greenspace amenity, destroy koala habitat and intensify development in already-developed urban areas.
- Further densification through subdivision (‘infill’) of the heavily developed urban areas of the Redlands when there is enough land already designated to accommodate population growth.
- Removal of all habitat/ tree protection on lots under 2000m2 as this comprises most of the Redlands’ leafy urban areas – where our urban koalas live.
- Further expansion of small lot housing developments as planned in the area between Bunker Road and Double Jump Road, Victoria Point.
- Removal of habitat/ tree protection on properties in the Rural Zone, enabling the clearing of 2500m2 of bush per property without Council control or approval.
- Designation of huge tracts of rural land in Thornlands (area bounded by Taylor Road, Woodlands Drive & Springacre Road) AND in Southern Redland Bay as future urban growth investigation areas – ie, more urban expansion.
- Changes to the Rural Zone which allow extra dwellings, new uses and associated clearing without Council control and approval (including the creeklines and significant, old growth habitat) and which, if abused, could lead to systematic degradation of Redlands’ rural lands as a precursor to even more urbanisation.
- Removal of the Conservation Zone and the Environmental Protection Zone from private properties, leaving most of Redlands’ highly important and sensitive environmental areas unprotected and subject to clearing.

Koala Action Group submission
Please do not approve the Draft City Plan 2015 in its current form because it fails to care for our natural environment and especially our koalas. The following matters should be attended to in the preparation of a revised or new city plan:
- The City Plan should not rezone any areas for urban development because the city already has enough urban land to accommodate the number of dwellings to house its projected population to 2041.
- In particular, the 16 blocks of land which the Council has identified as “surplus’ land should not be rezoned for development and instead should be kept as valuable greenspace for a growing population.
- The provisions which allow unlimited tree clearing on urban blocks less than 2,000m2 should be removed.
- The provisions which allow unlimited clearing of up to 2,500m2 on rural properties should be removed.
- The current Local Law.6 – Protection of Vegetation must be integrated into the new City Plan.
- The ‘environmental management’ and ‘conservation’ zones on private properties should be re-instated and restrictions to vegetation clearing that currently apply should remain in place.
- The ‘future urban growth investigation areas’ earmarked for Thornlands and southern Redlands should be removed as there is already enough land zoned/designated to accommodate the projected population growth up to 2041.

Our opening concerns were –
ISSUE 1: The community was not engaged in development of the Draft City Plan?
Though, it appears that some developers were given an opportunity to discuss aspects of the draft City Plan with senior Council planners (more).
Take a few minutes to view Cr Paul Bishop’s Notice of Motion (NOM) for community engagement.
The new City Plan will decide what can be built where in the Redlands. People often get upset by new developments which they consider inappropriate, like a multi-storey block of units in an area that was assumed to be for low density detached houses.

I was only recently made aware that in the Draft City Plan, the ” Emerging Communities ” zone terminology could be another lack of road infrastructure nightmare for Redland Bay residents, re Cleveland / Redland Bay Rd, from Double Jump Rd through to Victoria Point. Apparently developers have been buying up huge amounts of land and banking it for a change of zoning, all along Double Jump Rd, through to Bunker Rd, as far as Kingfisher Rd. It’s a massive area, and is zoned ” Emerging Communities”. It’s very concerning that this is just going to mean more battery hen style housing, putting even more pressure on all our underfunded infrastructure systems. Roads, schools, hospital, health services, and emergency services. We actually need professional developments, that provide sustainable local jobs, not just housing development ad nauseum….. Where are the jobs when the hammering stops?
The CITY plan should be about its people and the environment first and foremost, not developers. Rip it up and start again. There is too much influence within this council from outside interests and it needs to be removed, then maybe we as the people may be able to re-write this sham of a plan and stop development for developments sake and get some better planning in our great city.
In any opposition to this Plan, please keep in mind that there is a very positive message for the Southern Moreton Bay Islands. We suffered a problem with inappropriate subdivision in the 1970’s. We are still recovering. This former subdivision has not been generally sustainable with much unwanted subdivided land. The new proposed zoning of ‘character residential zone’ allows for an impetus of small business to develop our area, particularly a return to small scale farming (market gardens).
Division 7 plan glossy brochure states rezoning area as.
Hanover Drive/Alexandra Circuit estate (current minimum
lot size 2,000m2) is proposed to be zoned Low Density
Residential (minimum 400m2)
Fact is a large number of these lots are less than 2000 m2 down to 1400 m2.
Is misleading as some residents whose lots are less than 2000 m2 believe they are not in the rezoning.
Mistake or not ??
If only we had more Councillors like Crs. Paul Bishop, Wendy Boglary, Craig Ogilvie and Murray Elliott we might not be in the mess that we are in now, faced with a Mayor who is determined to have her way instead of listening to the community. Look at the damage that has already been done to the beautiful Ormiston area.
Thank you Cr. Paul Bishop for your Notice of Motion to Council asking that the community be included in the decisions that will be made. Unfortunately we have a Mayor and her supporting Councillors who are determined to destroy our beautiful Redlands. I wonder what pleasure they get out of seeing the green areas disappear to be covered by tiles and cement?
Sorry but Murray Elliot is not supporting the residents on this, neither is Paul. They are all feathering their own nests and as usual council is only in it for the money. They will definately be losing my vote in March.
Yes I have my City Draft Plan. The Environment and Heritage got me. No matter what we protest about, say to protect our beautiful environment that it boasts about, the council just doesn’t get it. Ah, but they do, but not in the way the people (not developers and friends) have a say. Do you think, when the developers go ahead, a submission of declaring overpasses or underpasses for wildlife over major roads would be listened to instead of these meage areas. I wonder. When is the next election???

Commenting on this draft scheme looks like trying to eat an elephant. The document lacks a coherent Strategic Framework that is Redlands based, there is no “line of sight” from the framework that is into the plan, the silence on so many issues is either error by commission or incompetence. If anything it looks like an attempt to sustain a steady flow of housing for the development industry and everything last takes second fiddle.
Certainty, seems certain, but only for those wanting approvals, the community values, the community interest and community vision is lost.

Excellent heartfelt video by Cr Paul Bishop regarding his Notice of Motion to Council that the future Plans for the Redlands be based on the values of the Community, not the Economic Development desires of those in current power of influence. Highly recommend people take note of his concerns. Be warned, we are faced with a Mayor and her Councillors that will destroy the Redlands Community that we value.
