Redlands2030 is convening a workshop to discuss planning for improvements to Toondah Harbour.

Workshop information and background

The current development proposals for Toondah Harbour are leading to a massive housing development in Moreton Bay.  It is likely there will be significant negative impacts for the environment, the local community and local economy (especially the local Toondah Flyer pg1enterprises at Cleveland, Raby Bay Harbourside and North Stradbroke Island).

Many people are following the PDA process with intense interest, but daily more people are finding out about the nature of the development and expressing their concerns at the scale, location and the unknown social, ecological, economic, and environmental impacts.  More and more people are concerned that the State Government and Redland City Council in committing assets, time and resources to a project so fraught risks.

Toondah’s “clean slate” scenario

To help inform the community, Redlands2030 Inc has proposed a “hypothetical” planning scenario as a basis for an optimal improvement of the harbour facilities.

The workshop will approach the clean slate scenario from an evidence based, values based and “joined up planning approach”.  It will canvass “flow on” effects as an essential part of the planning process and not as legacies of the planning.

The workshop is being supported by professionals and experts in their fields including: planners, economists, architects, engineers, landscape architects, surveyors and project managers. Some speakers are practicing professionals, some are retired and others are academics. All are providing their input on a voluntary basis:

Planning attributes

The workshop will explore:

  • planning for Moreton Bay
  • Heritage planning
  • Aesthetics and scenic amenity
  • Traffic generation (and congestion!)
  • Social infrastructure (flow on costs)
  • Green infrastructure (benefit / cost)
  • Open space and recreation settings
  • Fishing impacts and acid sulphate soils
  • Statutory and management mechanisms (such as Marine Parks, Ramsar, international bird treaties, Hope Spot, koala protection, SEQ Regional Plan, PDA, Native Title )
  • Natural resource management planning
  • Tourism (esp future economic development on NSI)
  • Linked and “flow-on” effects (e.g. Toondah and Cleveland, CBD, Raby Bay, Harbourside, Moreton Bay, North Stradbroke Island, or Cleveland Point
  • Values based planning (the role of the Redlands 2030 Community Plan and previous submission processes)
  • Evidence based planning
  • Master planning for sensitive sites

 

Who should attend

Given the broad level of secrecy (or commercial-in-confidence) surrounding the plans for Toondah Harbour this workshop is intended to inform and arm stakeholders.  It is about the issues that should have properly been considered in the planning of Toondah Harbour. The workshop will help to inform the next phase of the community planning for the site when design issues and options will be canvassed.

A light lunch and refreshments will be available.

Attendees will be invited to make a gold coin donation to assist with event costs.

The Workshop will commence at 10am with a site visit, from the car park near the Grandview Hotel.  The workshop will reconvened at 11:15 Cleveland Lions Hall (a short walk ~about 300 m ~ north of the Grandview Hotel)
